    Two Layers, full petticoat, Smooth organza, not chiffon, but not overly stiff fabric.  Three tunnels on petticoat but no original elastic with button, so the 21" length is where it is at, no adjustment.  Very fluffy, only one slip can fit into bag without going oversized.
